Yes, for sure. Emotion can cloud logic, so the person in the position of needing to apologize — often being in a highly emotional state — will have a hard time knowing for sure how sincere they’re being. I wouldn’t fault someone for falling back on a tendency to use insincere language so long as they are doing their best. The hope is that, with practice, that “best” will get a little bit better for anyone in that situation. Myself included.
